Since I joined in 2004, I've seen people abandon Flickr in waves - every time some annoying new term of service is introduced. Flickr has always catered to serious photographers and is a far, far better model. Also their Explore feature (IG stole that name from them btw) actually rewards the photographer with continuous exposure for months on end, as once you get Explored you become part of the 16 day cycle and will always get Explored every 16 days for an extended period.
